Community Identity is the root — all security actions are anchored to a verified community and GeoZone. SAPS Act, PSIRA, POPIA, and Constitution constraints embedded in the domain model.
Nqaba AI is advisory only — no automated enforcement actions. All serious incidents are escalated to SAPS. Community response units cannot arrest — detain and hand over only. The platform strengthens community-SAPS collaboration, it does not replace it.
SAPS Act Section 64 — Community Policing Forums are statutory bodies. CPF must be registered with SAPS district. POPIA Section 11 — community member data requires explicit consent. Constitution Section 14 — right to privacy. Platform cannot share member location data without consent.
